Promotion and Practical Application Project for Low-Carbon and Sustainable Communities Integration

The main works of the project include “facilitating the operation and certification of low-carbon communities”, “supporting the youth to participate in community affairs and using the integration approaches to develop the low-carbon living areas”, “improving the operating efficiency and creating the circular economy model”, and “promoting the demonstrating outcomes and expand the concept of environmental education, low-carbon and sustainability”. The following is a summary of the project: Since 2010, Environmental Protection Administration of R.O.C. (Taiwan) has been implementing the low-carbon sustainable community program and gradually build a regional low-carbon living area. A total of 114 villages were selected as the so-called low-carbon communities by the Municipal Environmental Protection Bureau and expert team. According to their differences in land use zones and industrial types, they are divided into urban (40, 35%) communities and rural (74, 65%) communities. The average number of community volunteers exceeds 60, and more for the elderly over 60 years. An integrated counseling team is comprised of experts and community staff. In addition to providing communities with professional advice on low-carbon practices and operating experience, but also grasp the current status of community development. Funding for major needs use in ecological greening and resource recycling construction and maintenance. The mature communities to award silver certification focus on low-carbon measures further practice, such as environmental education and sustainable industries. The number of action items to ecological greening the most, followed by the second resource recycling. Until December 2017, there were 19 communities finalists, 71 communities awarded bronze certification, and 24 communities awarded silver certification. The number of finalists decreased while silver certification increased, show that low-carbon community to continuously promote new measures. Counseling 10 low-carbon communities to promote deep plowing and affecting 13 neighboring villages to join and integrate 10 related units to invest resources. Deep plowing direction can be divided into three major dimensions of resource recycling, community industry and eco-green energy. By cultivating low-carbon sustainable related knowledge and accumulating the energy of autonomous operations, to spread the experience and promote learning in other communities. In addition, matching 5 youth to help communities operation in 3 communities, to create industry and revenue model by combine with resource of department. Changhua Tayou Village have integrate multiple department, enterprises and neighboring villages to form a cross-regional and cross-cutting model of low-carbon life circle. This project worked as matching platform that allowed the communities to connect directly with central ministry and enterprises. During the execution of the project, Public Television Service Foundation, Sinyi Realty and Soil and Water Conservation Bureau engaged in the constructions of low-carbon facilities and implementation of environmental education in Miaoli Gangqian Village and Ilan Houpi Community. Public Television Service Foundation also provided training to Gangqian Village on film shooting. Under the Sinyi Realty grant, Ilan Fuxin Village was able to carry out the environmental education program on marine culture. The Regional Highlight Program launched by Soil and Water Conservation Bureau successfully helped to integrate the concept of low-carbon into the picture book and otherteaching materials. To enhance community development and reduce environmental impact, this project proposes 17 community-based circular economy practices. Assisting Rixiang and Tengyun Village in Taipei City form a model hotspot for community-based circular economy in stage. This project was equip rainwater recovery system and solar landscape lights which emphasize the shared economy and create a enterprises investment environment. The other combination green design, encourage the use of resource materials to achieve the first low-carbon community in our country that is fully recyclable. As result, we held 2 low-carbon economy workshops on the concept of low-carbon economy, expanding resource sharing, and green design in September 2017. It can be promote multiple uses into the recycling economy to the community low-carbon construction. 4 Training courses and 4 field trips were held in 2017. The former aimed at community adaptability to climate change and sustainable development of community industries. The later respectively held in Taipei Jiantan Village, Ilan Fuxin Village, Ilan Simon Village and Pingtung Yongle Village. To promote environmental education, this project held the green map drawing workshops in Ilan Fuxin and Simon Village which inventory of community green resources and assisted community tour guide commentary. In addition, we prepared 6 low-carbon brochures that providing community use. The issues include green roof construction, energy saving lighting, rainwater recovery system, kitchen waste and deciduous compost, solar photovoltaic system, and moderate lighting. This project completed 4 low-carbon propagandist teaching tools and multimedia web games. It presented complete low-carbon community living environment at Environmental Science and Technology Exhibition in November 2017. The low-carbon sustainable fans on the web is achievements shared platform, accumulating more than 150 articles published in 2017, reached the network marketing advocacy benefits.
